A plain-English guide to short-term rental rules in Winhall, Vermont — permits, zoning, taxes, and what Stratton-area owners need to sort out before their first booking.
Does Winhall require an STR permit?
Yes. Winhall — the Vermont town that includes Stratton Mountain village and parts of Bondville — requires owners to register short-term rental properties with the town before advertising or hosting guests. Registration is meant to create a town-level record of operating STRs for safety, tax, and emergency-services coordination.
What to file: property address, owner contact, local 24-hour emergency contact (required if you don't live in Winhall year-round), occupancy and bedroom count, and confirmation that the property meets state life-safety requirements.
Where to confirm current requirements: the Winhall Town Clerk's Office. Local ordinances change — always verify the current registration form, fee, and renewal cycle directly with the town before you file.
Zoning — where STRs are allowed
Winhall's zoning is generally permissive toward residential short-term rentals throughout most of the town's residential districts, including the Stratton Mountain access corridor, Bondville village area, and surrounding residential zones. That said, there are a few things to check before assuming your specific property is clear:
- Deed restrictions and HOA rules. Many Stratton-area condos, townhomes, and planned communities have their own STR restrictions that are stricter than town zoning. Check your deed, covenants, and HOA documents.
- Density-restricted zones. Some areas have limits on commercial-style activity. Confirm with the zoning administrator.
- Septic capacity. Vermont rentals are limited by your septic permit's approved bedroom count. You cannot legally sleep more guests than your septic is permitted for — regardless of how many beds you install.

Vermont Department of Taxes — Meals and Rooms Tax (MRT)
Vermont's 9% Meals and Rooms Tax applies to all short-term stays under 30 days. As the property owner, you're legally responsible for collecting and remitting MRT — whether you list on Airbnb, Vrbo, direct, or through a manager.
Good news for Airbnb/Vrbo hosts: those platforms collect and remit MRT on your behalf. Direct bookings and any other channels require you to collect and remit yourself.
Vermont Department of Health — Life Safety
STRs advertising more than four bedrooms, or sleeping more than a certain guest count, may be subject to additional Vermont Department of Health inspection requirements. Smoke detectors on every floor and in every sleeping area are required by state law for all rentals.
Insurance
Vermont does not require specific STR insurance, but your standard homeowner's policy almost certainly does not cover short-term rental activity. You need either a dedicated STR policy or a commercial-grade rider. See our guide to Vermont vacation rental insurance for what coverage actually matters.

Winhall property tax — homestead vs. non-homestead
If you don't live in your Winhall property as a primary residence, it's taxed at Vermont's non-homestead rate. Non-homestead rates are generally higher than homestead rates, and the difference can be material on a $500K–$1M+ Stratton-area property.
Short-term rental income does not disqualify homestead status if the property is still your primary residence and rental use is limited. But most FAW-managed properties are second homes or pure investment — in which case non-homestead applies.
What happens if you skip registration?
Vermont towns increasingly enforce STR registration through platform data (Airbnb/Vrbo share listing-level data with some jurisdictions) and neighbor complaints. Penalties vary — typically fines plus back registration. More importantly: an unregistered STR is uninsurable as an STR, and most STR-specific insurance policies require you to certify legal operation.
